
Governor Bruce Rauner insists that Democrat J.B. Pritzker’s plan for a progressive income tax will mean a tax hike for most Illinoisans but a new study suggests otherwise.
The Center for Tax and Budget Accountability says Illinois’s current flat tax is regressive and puts more of a burden on low- and middle-income earners.
But it says a progressive tax could lower the tax burden for more than 90-percent of taxpayers while raising it substantially for the wealthiest Illinoisans and generating an extra $2 billion a year in revenue.
