
One day after delivering his state budget address, Governor Bruce Rauner is out with a campaign ad in which he takes credit for trying to reverse what Rauner calls the “Madigan tax hike.”
But Rauner’s budget is based on revenues from the tax hike that was enacted over his veto last year.
And Rauner’s plan to lower the tax rate in future years is based on a controversial pension reform plan that would certainly face a constitutional challenge.
