Governor Bruce Rauner will be facing a skeptical legislature when he delivers his budget speech Wednesday.
Senate President John Cullerton says he doesn’t know how Rauner can keep his pledges to balance the budget, pay down past bills, put more money toward education, and start lowering the state tax rate.
