Just days before Governor Bruce Rauner delivers his budget speech, a non-partisan research group is offering its own blueprint for getting Illinois out of its fiscal tailspin.
The Civic Federation’s recommendations include taxing some retirement income and imposing the sales tax on some services… along with spending caps, shrinking the state’s higher education system, and pursuing a constitutional amendment to allow changes to the pensions of current employees and retirees.
The group says its plan would eliminate the state’s operating deficit and pay down its backlog of bills by 2023.
