Governor Bruce Rauner is adding some more detail to his pledge to submit a balanced budget to lawmakers later this month.
Rauner says his budget will include cuts… but will also seek reforms that he says will grow the economy, allowing the state to begin rolling back the income tax increase approved last year.
Rauner even suggests his upcoming proposal could result in a budget surplus next year.
The governor insists that every one of his budget plans so far has been balanced… but Democrats and a number of independent analysts disagree.
